OpenOffice.org 2.4.0 should be out today, but there's always a showstopper that must be tackled, so it is delayed until 20 March (only five days left). I hope they can fix all those problems in short time and we will not have any delays again.
By the way, the next OOo 2.4.0 will have lots of improvements, mostly on Calc's chart features. You can see the detailed here.
